Fr. 2021-D $10 1969C Specimen Federal Reserve Note. PCGS Gem New 66PPQ.It is believed that notes like this $10, which has SPECIMEN overprinted four times, twice on the face and twice on the back, as well as "ascending ladder" serial numbers have been and, in all likelihood, still are being used by the federal government and Treasury Department for various presentation purposes. This example, as would be expected, is in pristine condition.
