National Bank Circulating Note Back Proof

First Charter Period $10 ND (1873) Unissued Back Design (National Bank Circulating Note) Back Proof Hessler NBE16a PCGS Gem New 65PPQ.
An intriguing unissued $10 back design for Series 1873 Nationals with that class of notes now termed "National Bank Circulating Notes" due to the language in the Act of 3 March 1873. Face Proofs were prepared with a portrait of former Secretary of State William Seward, who had recently died on October 10, 1872. This Back Proof design was printed by the National Banknote Company on India paper and mounted on cardboard. The seated allegorical figure at center is Art and the blank oval space was intended for the placement of a state seal. Hessler gives a population figure of three with one residing at the BEP. This 1873 National issue never got beyond the Proof stage and Series of 1875 was ushered in with very little change to the 1863 Original Series notes. The 1873 issue is discussed on pages 158-73 in the second edition of U.S. Essay, Proof and Specimen Notes by Gene Hessler.
