Gem Crisp Uncirculated.A shifted third printing resulted in the lower serial number being printed on top of the signature of the Treasurer of the United States and the upper serial number was printed on top of "WASHINGTON, D.C." The Treasury Seal is touching the signature of the Secretary of the Treasury.
