The Ordinance of February 8, 1779, authorized $1,000,000 in Bills of Credit with the right to issue an additional $3,000,000. The $40 design features a small vignette of Ceres standing with the motto MINIME VIOLANDA FIDES (Trust by no means is to be violated) on the face and a large vignette of an angel blowing a trumpet (Fame) holding a book titled ANNALS OF AMERICA.
