    Milton 2E25F.3f 25¢ Second Issue Experimental PCGS Banknote Choice Unc 64, 2 POCs.
    A Milton number printed on thin wove bond paper. Spencer Clark was the first superintendent of the National Currency Bureau during the years 1862-68. The NCB became the Bureau of Engraving and Printing in 1874. Mr. Clark passed away on December 10, 1890. His widow gave his Fractional Proofs and Experimentals that he had retained to coin dealer Ed Frossard of New York. Frossard contacted the Treasury Department in order to find out if he could legally sell these numismatic items. He was told that he could sell them as long as the notes were punched and cancelled. Frossard then applied the half moon punches and the blue "Specimen" rubber stamping cancellations to the notes in his possession. Therefore, all of the examples with these characteristics can be provenanced to the holdings of Spencer Clark. Next, the notes found their way into Frossard's Special List No. 8 - "Unique Collection of Essays & Proofs of United States Fractional Currency" dated October 1, 1893.
